A 3-day online training on water supply and sanitation regulation

Content and Schedule

Day 1 : Tuesday (22nd July)

Basics of WSS Services : Basic notions about WSS service provision, characteristics of networked and off grid WSS and models of service provision.

-Characteristics and infrastructures of water supply (networked and off-grid) -Characteristics and infrastructures of sanitation (sewered and non-sewered) -Business and technical models of service delivery

Basics of Regulation (Objective of Regulation) : Fundamental knowledge on what regulation is for, legal and institutional aspects of regulation

-Understanding regulation – Definition, objective and role of regulation -Enabling environment for regulation – Policy, institutional and regulatory framework (PIR) -The role of regulator as a legal entity – legitimacy, competencies, powers and functions of regulators

Day 2 : Wednesday (23rd July)

Basics of Regulation (Setup of Regulation) : The scope and extent of regulation and regulatory models

-Scope of regulation - regulatory governance, regulatory substance and regulatory impact -Models of WSS regulation– Regulation by Agency, Ministerial Regulation, Regulation by Contract

Basics of Regulation (Form of Regulation) : Overview of different types of regulation and requirements for WSS service provision

-Technical regulation – quality of service standards and performance monitoring -Economic regulation – models of economic regulation and principles of tariff system, role of regulator in sector financing framework

Day 3 : Thursday (24th July)

Basics of Regulation (Form of Regulation) : Overview of different types of regulation and requirements for WSS service provision

-Contract regulation – types of contracts in WSS, private sector engagement, role of regulator in contract management -Roadmap for Advancing Regulation -Global Call to Action on Strengthening Water and Sanitation Regulatory Systems - a growing movement to improve health, equity, and climate resilience through better regulation
